Finance Division

 

Mission:

The Division of Finance is committed to ensuring that there is an economic, equitable, efficient and effective collection, distribution and utilisation of financial and material resources as necessary support inputs towards the promotion of quality and relevant education.

The objectives can be met through the existence of adequate human and material resources.

Functions

Estimates Section

(a) Co-ordinating the preparation of the entire Ministry's estimates of expenditure. The budget ranges from $12 billion and above annually.
(b) Co-ordinating the preparation of the estimates of expenditure for donor funded projects amounting to $300 million plus
(c) Allocating of funds to sub-votes, items and sub-items level.
(d) Accounting for donor funds.
(e) Management and control of the budget projects amounting to $300 million plus.

Expenditure Section

(a) Management and control of expenditure
(b) Prepares and submits annual appropriation accounts and statements for the entire ministry.
(c) Monitor the computerised control system
(d) Vets and despatches creditors
(e) Monitoring parastatals to ensure compliance with the provisions of the Audit and Exchequer Act.
(f) Provide responses to internal and external audit observations
(g) Provide advise on financial matters

Revenue Section

(a) Receipts, record and bank all cash due to the Exchequer
(b) prepares estimates of revenue
(c) prepares revenue statements/returns
(d) determines school fees and hire charges
(e) consolidation of the Schools Services Fund Account

Suspense Section

(a) Management of Temporary Deposits and Advances
(b) Control of the advance block grant.
(c) Recovery of debts and salary overpayments.
Trust Funds Section

(a) Administration of Trust Funds
(b) Provision of secretarial for scholarships
(c) Administration of Education Materials Fund
(d) Asset management of Science apparatus for schools

Supplies Section

(a) Purchase of furniture, equipment, stores and services
(b) Management of assets
(c) Preparation of duty-free certificates for imported tuition materials

Regional Accounts Office

(a) Manages and controls Expenditure, Revenue and Suspense Accounts for the region.
(b) Prepares returns of the decentralised accounts.

District Office

Manages and controls Expenditure, Revenue and Suspense Accounts of the district.

School

Manages and controls expenditure, revenue and suspense accounts of the school.

From 1/1/ 1999, all government schools were allowed to retain school fees and tuition grants for utilisation in the school running costs. The schools therefore handle large amounts of money.
